Mainland Chinese, easily. Nobody can even come close to their complete and utter lack of respect, tact, and morals. There was a furor in the news earlier this year when Chinese tourists just began appearing in a sleepy little village in Oxfordshire; turns out some shady tour company picked it at random and praised it as some kind of idyllic English country paradise. So, of course, the soulless chinks start wandering in to people's gardens and staring through their windows, harassing the residents to take photos of them stealing flowers.

Anyone that has ever had to deal with a Chinese tourist will understand why they're the worst.
