Public policies are based on moral judgement calls. You could equivalently say that legalising child pornography is bad because you can't prove that people who consume CP don't have a increased risk of being child molesters.
I'm sure there is some empirical evidence out there if you want to look for it (I don't). If you want some anecdotal evidence then in pretty much every case of child rape that I've read about in the news, the perpetrator has also had a substantial collection of CP.
