No they're not, otherwise Curie wouldn't have gotten two. Especially considering not even her husband and Becquerel wanted her to get the first one, she got one for being a woman (starting an old and respected Swedish tradition of white knighting). It also encourages this "hurr durr your country didn't get a nobel prize so it achieved nothing scientifically this year) attitude.
