I think Dilma's biggest error was of being so weak. She lost power, congress was against her, she couldn't run the country any more, so she gave in space for those neoliberal policies preached by her alliances. So things turned out to be how they are right now.

Lula's comment is from a vague and short report so it's most likely not true.
Temer isn't neoliberal, he wants to cut costs and privatize some companies but he isn't breaking down the protectionist policies or anything.

The simple fact is that PT (like many political parties) thought:
Times are good (2008-2013) so let's boost public spending and welfare.
Suddenly in 2014 times went bad, so PT started cutting. This pissed off the people and their leftist allies. Now they had a weak government and any reforms to actually save the economy were not allowed.
Rousseff simply was a weak leader and she was incapable of cutting wasteful spending once the economy slowed.
Therefore a change of leader/government was necessary. That doesn't mean Temer's policies will work though. But, it is likely that they'll be better than the political shitshow 2014-2016 was.
