Okay appreciation for food is different according to each taste.
But we can discuss some objective measurements.
I find that Spanish cuisine, a bit like Italian , relies heavily on top quality ingredient instead of preparation. IE having the right supply is more important than your talent as a cook.
Exception would be paella, but a pan con tomate with okay bread and bad olive oil will taste disgusting while a gratin dauphinois made with industrial cream and the wrong variety of potatoe will still taste godly. Also any kind of retard can make delicious tapas with the right ingredients. Even if they are not perfectly executed they will still taste very good because of the quality of the ingredients.
I think the French, while also having strong emphasis on quality ingredients (it's hard to make a good tartiflette without rebelochon etc) have a better grasp of complex techniques to sublimate these ingredients. The fact that they do cook disgusting things like frogs, snails, strong cheese, chicoree etc and turn them into good food is quite an impressive trick in my book. So in the end French cuisine is higher on mynlist of "best cuisine" even if that sort of list is retarded.
Only other similar complexity can be observed in Chinese gastronomy. While Japanese, Peruvian, Italian and Spaniard cuisine are ingredient based.

Also the French did invent the concept of restaurant as we know it and the modern brigade system.
