In India having light skin is seen as desirable, as it is in east asia because traditionally it was a sign of wealth. You didn't have to work outside in the sun and so could keep a fair complexion.

In Latin America the white population holds a disproportionate percentage of the wealth, so you see Brazilians saying "South Brazil is white and developed", Mexicans trying to prove their worth and Argentinians defending their ancestry to validate themselves.
