Nope. The Eiken 1級 could not ever be passed by a native speaker in elementary school. One think I can think of is that a spanish-english bilingual elementary schooler might pass simply because he/she would be familiar with latin origin words, and could make very good guesses in the vocab section and reading section. But the vocab section in general, if you only speak English, has vocabulary you might not see until high school. A middle schooler might pass barely but a you'd have to have some high school to get a perfect score on that, judging from the level of the reading passages.

So to answer your question, 英検1級 does not equal N1 level IF it's true that an elementary school age Japanese student could pass it. If that's true, then Eiken is a few orders more difficult.

Any normal Japanese person without an agenda will tell you that 外人 is not as acceptable as 外国人. So making people who are smart enough to notice nuances in people's word choice out to be sensitive cunts is silly to me. You might benefit from consuming less media about Japan on the internet cause it always leads to these strange non issues being blown up in a weird way. People do not worry about which word to use. Polite people know which one to use and they use it. Anyone who picks up on this and insists on being referred to respectfully is not a bad person.
