The US program was really always ahead of the Soviet program except in terms of lift capacity which we were behind until the mid-60s. Weren't your spacecraft still using vacuum tube electronics until the 80s? You also couldn't produce big solid rocket motors like the Titan family used and didn't have LOX/LH2 engines until the 80s. No spacecraft with fuel cells either. And then outer planet probes like Voyager...fuggedaboutit.

Producing something like the Saturn F-1 engine was also beyond the ability of Soviet metallurgy and even in the 80s, they still had to use clusters of smaller engines to power the Zenit family because they still could not solve the problem of combustion instability in large LOX/RP-1 engines.

Actually that was why Chelomei wanted to build the UR-700 booster as the Soviet answer to the Saturn V, however Korolev rejected the idea because he had a phobia of rockets with hypergolic propellants. Instead, he countered with the N-1 which had LOX/kerosene propellant but had to use 30 small engines, an unworkable mess.

Once the cease fire was brokered. The US withdrew. The war had become extremely unpopular at home. Once the US troops had left south vietnam, is when the North attacked.
