Most of it is because a small aristocracy owned like 70% percent of the land in these countries even into the 60's and treated their workers like surfs. They had no need to industrialize their countries because they were making money off of exporting commodities and no need to educate the people since they were just picking bananas anyways. Basically a colonial-era serf system that lasted well into the 20th century and kept most people from advancing past a kindergarten education. No heavy industry, service industry or anything just a bunch of rich landowners controlling the power and getting rich off of exporting commodities.

One of the reasons Nicaragua is so bad even relative to other CA countries is that the Somozo family owned over half of the land in the country. Then they were in alliance with a small group of landowners that owned the other half of the land. Everyone else was basically serfs.

Since they didn't need any education to pick bananas they never put any money into the school system. Half of the money raised by the government was just paid to local officials to keep them allied with the Somozas. Every time a revolution threw the Somozas out of power the US stepped in and put them back in place because US countries were getting rich off of Nicaragua. One family literally owning half of the country and controlling the government with no interest in educating any of their serfs. Recipe for disaster.

Costa Rica is based as fuck. They've invested in their natural resources, preserving most of their rainforests, and make a fuckton of money off of tourism. I travelled around the country doing service work there for 3 weeks, and was completely blown away by how many people there were able to live in first world tier environments compared to other similar countries I've visited.

The people are breddy noice too.
