They made up a couple of dimensions and some variables to measure them, then gave those dimensions labels that kind of describe them in current Western or culture.
For example, the Netherlands is "feminine" because we have a metric fuckton of welfare policies and we take decades to reach a resolution on trivial issues. But the metric completely glosses over the fact that our market is very competitive.
