the washington naval treaty was when they officially signed away dominance by agreeing to the 5:5:3 ratio, tieing with the US (japan was the 3).
Of course due to financial issues they werent as strong at that point as they had historically been (they historically tried to be as strong as the next two most powerful navies combined), but this was the first official time they planned on not being 'the strongest'

Yes. Then to make things WORSE the Cold War happened and the Royal Navy had to concentrate almost entirely on the Soviet submarine threat around the GIUK gap, the responsibility of holding NATO's naval front line fell mostly on the UK. The expensive anti-submarine capabilities used up most of the navy's resources. So the UK had to sacrifice power projection to do that job properly.
Plans for large carriers were scrapped and for decades we only had the small Invincible Class carriers which were originally designed for anti-submarine operations not power projection. Development of the Harrier and the later invasion of the Falkland islands literally saved the Royal Navy as a global force - before 1982 the government had plans to make it a mere regional navy. The phrase some people like to use for what almost happened to the UK is "Belgium with nukes".
Anyways after the Cold War things got better. Several years after the dissolution of the USSR and ruin of the Soviet fleets, the British government ordered two expeditionary-sized aircraft carriers (the Queen Elizabeth Class), escorts good enough to protect them on global operations and began the slow process of building the navy around power projection once again, like it was before the World Wars.
Now with the defence budget guaranteed to rise with economic growth, and the first planned expansion of the frigate/destroyer fleet since WW2, the Royal Navy is starting to make a comeback. The general election result last May was more crucial than a lot of people realise...
