The majority of people in that region made their living off of fishing, and when the USSR put up the dams and irrigation systems people lost their living and became impoverished, as well as all the nuclear dumping done by the soviets became a problem because the sandy bottom started to kick up in dust storms and the area now has ridiculous tuberculosis rates, and cancer rates iirc.

I traveled to India a few years ago and there were criminal gangs in Delhi that would travel to areas with underground aquifers, illegally pump the water and then sell it at ludicrous prices in water-starved areas. The sustainable water draw for the Delhi water shed is something like 800 million gallons a day but they actually draw 1.1 billion gallons.
