Russians redirected the tributaries that went into the Aral Sea while directing all the distributaries to irrigate parts of Uzbekistan to grow "white gold," aka cotton as well as to create irrigation canals. The problem is, when the USSR collapsed, they never undid this horribly failed system and the lake has been almost completely drained and is pretty much impossible to save.
