So my drawing skills are okay, I have a general understanding of form and anatomy. I'm obviously going for an anime style. Is it better to start with cell shading like in animation or values?

You should always start with "cell shading" regardless. Even realist fine artists start like that, at least when they work with a directional light source. Once you have the shadow shapes blocked in, it's just a matter of softening the form shadows, adding midtones and highlights and darkest darks. Many anime artists choose not to use the full value range though because it often ends up in uncanny valley.

Only start with cell shading if you're going to be a cell shading artist. If you want to be a painting artist then obviously go straight for painting. You'll start off bad no matter which one you choose since you'll be a beginner. But the one you practice is the one you'll get better at and accustomed to.

What does "go straight for painting" even mean? Painting is a fairly structural approach and it happens to start with blocking in the shadow shapes. So as I explained, cell shading and the first step of a realistic drawing or painting is pretty much the same thing in concept.

I don't think you know what the difference between cell shading and painting is, so let me show you. These are examples of cell shaded and painted anime. You don't need to start off with the left just to reach the right. You just go straight to emulating the look of the right.

There's very little difference.
Cel shading is just a shortcut derived from painting, the two aren't mutually exclusive.
