Are there any good portable screen tablets for less than 500

I think the old model of ipad pro is 550. The apple pencil is worth 100. Maybe you can find them used for less than 500 total. Then you get something to draw on and a tablet pc.

Try getting a Surface Pro 2 on Ebay. Not as good as a cintiq, but hey, it got me my first studio job.

Could a x220t work as a budget version of a surface? Stuff like pressure sensitivity and screen resolution sound like a problem.
