Yes. Observational drawing will help with understanding form and design, but if your ultimate goal is to draw cartoons you should draw cartoons. You can also do observational drawing but do it in a stylized manner. The best animators for example have done enormous amounts of life drawing, but if you look at how they draw them it's very different from how an academic artist would draw from life.
