Because the nose and cheeks are where blood is closest to the surface. It's the same reason you see lighter values applied to the forehead, because skin is hugging the skull more tightly. It's all exaggeration and usually tumblerinas take it too far, but adding hints of red in both the nose and cheeks usually makes a character feel more "alive".
