What art style is this? I want to be able to sketch like this.
For those who may know I have a few questions:
1. Any particular resources for learning the fundamentals to this school of art?
2. How many hours would you estimate it requires to make a single one of these characters (with and without coloring)?
3. How much money would I need to spend to be able to start making art like this?

I'm not sure if there's a specific name. It's just realistic illustration. Basically just learn solid draftsmanship and painting, there's nothing magical or out of the ordinary here.
It'll take you a number of years to reach that level though. Once you are at that level each one might take anywhere from a day to a few days, depending on your personal speed and how good your reference is.
Get good reference, then draw it

It's not a style. It's from when people were good at illustration. No one is good at it anymore so people think that drawing well is all the sudden a style.

that is true I have always loved his work. I really like the general style of American advertising, world war propaganda, and "wholesome", distinctively American art like Rockwell, but especially in this instance where there is a mix between realism and comic book style, but like 85% realism

That's a shitty modern drawing though, illustrators of the past made wrinkles in fabric appealing like OP's pic. Modern illustrators lost this knowledge and give fabric random chicken scratch wrinkles.

Leyendecker is the all time champion of folds. No shortcuts I'm afraid. Study and copy the works of him and other good artists.
I think that draw is from "The Armed Forces of World War II: Uniforms, Insignia and Organization", the artists is Pierre Turner and Malcolm McGregor, Andrew Mollo too! Good reference for you.

OP's pic has fabric wrinkles that are much more flowing than real wrinkles. Real wrinkles are nosier looking because of all these sub-wrinkles especially on lighter material like what those soldiers are wearing. Likely photo referenced but the artist knows how to improvise with wrinkle theory to make more appealing wrinkles by maintaining the overall flow while eliminating the noisy nuances of real wrinkles. He totally knows how wrinkles work.
Also worth noting is that the artist is good with exaggerating negative space. The photo reference would most definitely have more subtle negative space than that.

Agreed, Rockwell is probably one of my favorite artists for that gorgeous blend of stylization and reality, but also for the insane amount of work he created in his life. There's an endless supply of his work it seems, and it's really inspiring.
