It can be tough. Try to think about what your interests are and base it off that. Do you like characters? environments? mechanical things? Figure out what sort of things you enjoy then try to do something based on that. Also remember that you don't have to come up with a brand new amazing idea each time. You can base multiple paintings or drawings on the same idea/subject and just try to treat it in a new way each time.

Another option is to "steal" ideas. Read a book and take things from there, either a character or a scene. Look at artists you admire and see what their paintings are about and try it out yourself. Etc.
