I think both witch designs are cute but the pastel one in the OP image is way too desaturated and incohesive in color scheme. Her skin is desaturated enough that it blends into all the pastels, and there's non-pastels that clash in my opinion. Very cute bat familiar though.

The face is nice but the expression seems a bit vacant. The red lips on the broom stand out too much compared to the rest of the palette, as well as those bracelets. Perhaps reincorporate those pinks/blues on the girl's design into other areas, like the bracelets and ring pop.

IMO there's so many thin-and-long components in your art. like : broomstick, stretched arm, motorcycle handles, braided hairdo.
Which could be okay with proper composition, however it isn't presented.
Speaking of composition, bat's overall position is somewhat awkward. because it's fit so tightly in the negative space. empty space between broomstick and hair are identical. which usually does not happen in real life. not natural.
then again this is my own opinion so decision is at your hand.

It would need a certain force to her to do it and for sure she would not keep this relaxed smilling face. You need to correct that. I like the bat.

You could go darker/deeper with the greys of the hair, pants, and cat. Right now the red hat overpowers the image. I understand you're stylizing here but the hips look a bit too thin for her head. Other than that pretty nice.

The mix of thin outlines and thick and heavy ones is jarring to say the least.

Aside from what everybody said about the outlines, I think the second biggest problem to point out is the coloring.

The change is also wild when confronted with the pale witch because this time everything is "detailed" with her except the hat, cat and the bristles.

Try to re-do one of them with these restrictions:
>only one line weight (either thin or thick or in the middle, no change), no wonky stuff, be precise
>uniform colors (example: fully filled in and flat)
Not imposing anything on you, I just think it could be a great exercise to help you be more homogeneous.

overall these aren't very cohesive for themed racers. like the broom doesn't match the girl, in colour scheme or aesthetic. in the red one the handlebars have a motorcycle grease vibe that kind of goes with the girl, but you could push it more with the rest of the broom. look at the prop design for the harry potter movies for inspo. and racing games. like wreck it ralph, each racer has her own cohesively themed kart and outfit.
