i'm planning to install linux mint on my win10 laptop and i've been using sai(2) my whole life
is there a way to have sai on linux? if not, what are some other good alternatives?

GIMP is pretty comfy.
Mypaint has a more powerful and easy to configure brush engine, but I don't care for the UI.
The answer you're probably looking for is to just dual boot Win10 for Windows programs.
