I don't know about the effect of blue splattering. It's looks like you didn't know how to finish the piece and did that to cover it up.
The shells look a little bit scratchy, and the red sand is a little questionable IMO.

Not the worst watercolor I've seen. I'd go further with the values, overall it's a bit washed out, and I'd work the details more. A personal landscape like this (that's what you'd call this, or a still life) should be all about the detail.
And, for the future - the spattering technique is legit, but you need to plan it out, and the paint used should not be darker than the actual painting. They make liquid latex just for this kind of thing - you use the liquid latex to cover the areas you don't want the spatter on, applied by brush, and when the spatter is dried, you peel the latex off. You can also use low-tack drafting tape for this.
