Flash is a better software creation/programming suite than it is for ree-hand animation. That said, I really like Flash better in pretty much every way with the exception of the brush which was, is and forever will be fucking awful

Toonboom if you are serious and want to integrate well into a production pipeline. Flash never did it for me.
