It looks actually even better compared to today's standards imho. Ligne Claire style is fairly timeless whereis a lot of other more modern comic styles aged like milk.

First of all, that's from Japan, not the west.
Second, that's a movie, not a comic.
Third, that's not the modern standard. It's a high-budget movie done in a relatively unusual style that's unique to a single director/artist. And even then, the animation in the movie is often flawed and inconsistent due to its heavy stylization and use of black, which you can easily see by looking at the lopsided face in the screenshot posted.
Fouth, Disney's golden age overlaps with the style used in the OP.
The modern standard in relation to the OP would be something like Steven Universe or Scott Pilgrim.

No, it's not. Animation and comics are vastly different in the west and in Japan. Their standards are not western standards.

No, it's not. Redline is a standalone film.

Anime isn't a singular style, and the style used in Redline is fairly unique in that sense. I've only seen it used sporadically over the past 25 years (that inking style was far more popular in the 90s), usually being relegated to stand-alone movies or shorts. It's virtually never used in comics.
