It isn't rotoed in the modern tracing sense. The character is reproportioned and reconstructed from the reference material. Classic animators knew straight up tracing looked like crap so that's why they did that. Modern roto people have no idea what quality is and think because a mindless tracing was done manually that it's instantly artistic.
