Make the "white" color the base. And think of each other color as a layer. Copy the shape of the bigger colors the move to the small ones. Think of it as small colors on top of bigger one and each color has its own shape. Also use the mirror tool if you want to make the pattern symmetrical.

If you struggled with any shape, pattern, texture...etc just study it. Look at it and try to understand how it "feel" and "behave" and try to imitate those things, you'll be surprised of how much just looking at something and observing it can take you.
