It's not the same for everyone but generally what he saying is true. Granted, being good at drawing doesn't make you necessarily good at painting but being good at drawing certainly helps in the end when you need to paint. If you consider the underpinning drawing of a painting to be the blueprint of your work then it's easy to see that a more detailed drawing would make the painting much easier to do since there's less guesswork to be done. That isn't to say that a *literally* more detailed drawing is necessary but rather that a drawing that has a lot of *information* is more helpful. Helpful information isn't the same for everyone: sometimes it manifests as what looks like a mess of lines (information regarding flow), sometimes it's distinct outlines of shadows (information regarding light), it doesn't necessarily have to be clean and proper. Regardless of what drawing you put down on the canvas though, it just has to contain information and the better that information is the better your painting will probably be.

it depends what you mean by "drawing". if you mean the underlying form and design of the objects in the painting, then yes, it is by far the most important part. however, some people achieve that without needing detailed line art for everything.

Art is a large field with varying requirements for drawing skills. But I do find drawing to be the most personal aspect of the artist. Whenever we get plagiarism threads it's almost always about tracing, and lifting composition to a lesser extent. It's almost never about color palette or brushwork.
