Most of the time when you struggle to come up with a background, the real problem is that you don't have a clear idea of who your character is and what they are doing. If you know those 2 things, you should also have a rought idea of possible locations where they would be at while doing whatever it is they are doing.

If the background kills the composition, why didn't you plan a background composition when you first started?

Pretty much this. Seconding so you'll pay attention to this good advice.

For example, OP, your Touhou fairy girl could be above the clouds on a starry night, or in a glasshouse, or flying out a window, or whatever gay crap.

This as the background as it's own character. Give the space a personality like you gave the character. And practice doing scenery.

You have to stop thinking of backgrounds as some random shit to throw in to make it look more finished, and start thinking of it as an environment your character is surrounded by. you should think of what it will be before starting the drawing, not after the character is done.

Agree with this anon, background gave me plenty of headaches until I learn to plan background and character together as part of composition. Basically once the composition is planned it would, creating the background would become so much easier.

Loomis mentioned this in Creative Illustration I believe, give it a read when you got some spare time
