He's a manga artist though. The story is more important. Also, I think his art works for his story anyway. Like Natsuki Takaya doesn't have the best anatomy and some people think her art is ugly, but I can't imagine Fruits Basket being drawn any other way.

There are some Japanese artists who despite their success really aren't that good technically. Funnily enough the ones who have a problem seeing this isn't the Japanese consumers but foreign weeaboos.

He seriously needs to learn to digital better. The tools aren't at fault, he just doesn't understand how to use them. The manga has the same issue. He lost all his line width variety because he's too dumb to learn the software to get it so it all comes off looking way worse.

They are. Digital is just DOG SHIT if you aren't installing all kinds of specialized third party brush sets or creating your own. You also need to fully understand the software and it's features to get the most out of it. All his refined skills are for traditional media and the only thing translating to digital is his general knowledge which is why the art is "competent" but lacking in the flourishes it needs to shine as something unique.

You'd get the same issues if some painter tried to become a tattoo artist or some airbrush artist tried to work with watercolors. Digital CAN do everything on the right but only if you take the time to make it happen and create the appropriate workflow and tool set. As a mangaka he really doesn't have the hundreds if not thousands of hours he'd need to become proficient at digital right away.

I know a Disney background artist who mainly uses the round soft brush in all his digital paintings and little else. Miura just has weak painting skills compared to his drawing skills. The guy has spent way more of his time drawing than painting so it makes sense his digital painting isn't very good.
