For future references, how much do you pay an artist without insulting them? Money isn't an issue, but I don't want to throw cash out away like a doofus. Is $50-70 per frame/image for an animation fair, or what? A bust/cover art for $750? What am I missing?

It depends on the quality of the work, and I suppose the notoriety and demand of the artist.

It really depends. Some people are happy working for $150, some will ask $30 000 for portrait.
