Pick a good colour scheme, then design clothes that fit the character's personality. Also, never overdesign, I always tried to keep it simple. Then again, I'm still an amateur, so don't quote me.

Don't do it from scratch. Try to bring in as many interesting quirks and details from outside sources - fashion, nature, or otherwise - as is appropriate for the situation.
Don't symbol design any more than you'd symbol draw. Relying on half-remembered design quirks leads to boring, generic, by-the-numbers characters.

That doesn't mean anything. You decide if a design feature has meaning, if it relates to their character or some goal.
Designing characters isn't a by the numbers, step by step thing because so much of it is context-sensitive. I could say make sure you end up with something that looks good, but maybe you're going for an ugly aesthetic. Make sure you like the final result, but maybe you're going for something ugly. Make sure it's memorable, but you're an idiot who only thinks that means stapling on as many snowflake generic features as possible.
Make sure it's appropriate, not derivative unless intentionally subversive and don't be afraid to "lose work" and design characters again from scratch to better fit or subvert an aesthetic.
