Ling Yun (his newer work), Robh Ruppel, Neil Kampbell Ross. There are a bunch of artists who often do studies in this style as well but they don't usually use it in their regular work.

No universal name I think but it's quite reminiscent of how many illustrators have used gouache historically.
Pick any brush you like and turn off pressure input for opacity and flow. Some of these pieces use a little bit of opacity in some areas, but you get the general idea.

it just seems like a very specific method of painting, that wont teach you much outside of that very limited work area. Say you only used that method, and you wanna go outside and do a plein air, you will be fucked. With that said, people can do whatever the fuck they want. I just wouldnt recommend it.

Same. I wish someone had told me this. Rendering too early can screw up your values. If you don't blend you can fully focus on value structure, edges and hues. Even if it you think it looks ugly at first it always looks better in the end.

I took a drawing class at a community college and the prof had us do charcoal drawings with only three values to keep us from losing sight of the overall structure.
This exercise really helped me when I was drawing more complex objects like shoes.
Sometimes people will get so caught up in highlighting and shading every little wrinkle and bump, that their drawing ends up looking flat and boring.
