Why do people keep asking how to render anime?

You guys ask how to do the simplest things. Just blend your brush strokes together until there's no hard edge strokes in the shading. Keep the style in mind while you do photo studies. Make a generic speckle brush for highlights. It doesn't look that mysterious.

The characters in the middle are Japanese.

The big ones read Dead/?/Water, no idea what the Kanji in the middle means. Something about a place with stagnant water?
Then "bathing suit".
Then "school swimsuit".
The Katakana in big letters (suku) are missing at least one letter but based on context I'll bet it's sukuru, "school".

Question is, would it still look anime if the characters were in Russian?

I was wondering because the artist signature seems chinese. Fish and then shanshan, apparently means ''sparkling" (couldn't find any Kanji looking like that), his signature seems to change and sometimes he just draws a fish.

Why would a chinese artist bother to write with japanese characters? He must have a japanese audience.

Why does the shadows get really saturated right at the edge like that? I see this in a lot of pictures and paintings but wasn't sure if it was even happening but I can really tell because the rest of her body is so desaturated.
