Different line weights, frame rates, color palettes and so on. Also most of the time when I see someone try to draw "anime" they attempt it with a vague notion of what anime is rather than trying to copy a specific artist's style. Sinix did an "Ani-May" event last year and although he came close by the end (Corner Kick is atleast a cool concept) he could have been there much quicker if he just copied purer anime styles and took from them. Few attempt it wanting to wholly eliminate the taint of Western art in their work, and as such it'll always be half assed.

Usually when you see cartoons mock/parody anime it's just that. They're caricaturing the art style and exaggerating aspects of that art style. This include certain tropes as well.

anime and western animation shows like what you have pictured have completely different goals in mind. they're vehicles for the creators comedic writing and the crewd art style actually suits it. you're supposed to want to draw the characters yourself and easily recognize them. a lot of anime is supposed to be taken in is as AAAAART. in most cases. the fact that you're comparing them like they're in competition with the same goal in mind is ridiculous.

but for those who do try seriously:
they often end up with different styles because it's not like they just want to copy anime. in japan maybe more than 80-90% of your influences are anime-ish, but for good western artists it might range anywhere from 20-80% or something along those lines.

but good artist can choose to pick up the style, it's just that they often don't do it because they want to do their own thing instead. and their "own new style" will always be more underdeveloped than a anime-ish style that has been nurtured for decades.
if you look at really old manga, you'll also find that it can often look quite derpy. this is something that gets better with time.

if you compare todays west to the one 5-6 years ago, i'd say we're already a lot better than before.
