Are their 3d programs out there that can help you make backgrounds for a comic/manga?
I have been trying to master placing characters naturally in environments or giving characters dynamic poses but it is very time consuming to make backgrounds myself. In the end I feel like having a 3D workspace to easily manipulate settings would benefit me in the long run. I feel as if GANTZ used a lot of 3d structures but I am not too sure.

Sketchup for basic shapes. Free and Easy to learn, if you just need reference.
Blender for more complex shapes. Also free, but much more powerful and complicated to learn. Decent program.
