It's the cheapest wacom tablet on the market. AFAIK wacom only does the cintiq and intuos branding now so their Intuos line starts out at entry level prices.
I don't know if you're American but I did some searches on amazon and they start at $60

You're not going to find cheaper, that's the standard price. Unless you thrift and search secondhand of course.

Wacom is only good on Intuos Pro and Cintiq lines. Cheaper than that, Huion/XP Pen Bamboos are better choices as Intuos are glorified cutting boards. And I really don't think this guy cares for touch or tilt as he is just going to do webcomics.

Which country? If you live in Colombia like I do (or Peru) you can make an account with a company that offers PO Box services then ship it to your country. I use Flybox (which is free to use but charge for shipping) and it gets quite cheap compared to the usual intl. shipping. I believe the other countries must have other companies offering the same services.
