Go for cute and not sex. Think what is cute? A plushie or a kids stuff toy, Thats your first reference. Other ref can be from previous movies. You can learn really alot by studying disney and pixar movies from characters to expression to color to landscape etc.

Really just first write out what you want to accomplish, then write steps that will get you there, next practice those steps as exercise's too learn.

It comes off as the artist trying too hard to disassociate from furries. It just looks terrible and was the one thing that has always bothered me about Blacksad. I've seen more Blacksad porn of the male characters than the female characters since the male characters are more well-designed. If the artist's intention really was to disassociate from the furry label, it was at the sacrifice of better designed female characters.

Learn gesture and structure, study humans, study animals, combine the two, look for references (zootopia, furry porn artists) and practice a lot.

Actually a pretty good starting point. Another tip is even if the character is female, don't give her tits. Zootopia is a good look at this for some of their characters (Others are closer to animal than they are humanoid)

Older Disney cartoons and movies are another good place, or in general older animations that used animals (Tex avery for instance).

Sometimes it's as easy as just changing your drawing style a little

This is something i've been thinking about as well, I would like to draw animal characters at some point for a story idea. But I'm worried about being associated with furries. I kind of want to draw sexy female animals. But not if it means people will draw porn of my characters. But i guess people will do that anyway if they like something enough.

I kinda hoped you'd understand that the part where I say "except wearing pants" means "but don't draw them with their dicks out", because that's the only thing that makes those drawings sexual.
What you're left with is quality reference from artists who make thousands by drawing anthros, so I'd presume they're pretty good at it.

Do not draw muscles. Don't accentuate them, don't even hint at them. If you really have to, warp and distort them so they look as cartoony as possible. The torso and limbs need to be clean, you can draw them as noodles and blobs or you can exaggerate the joints but only through the outlines. Also, don't use realistic proportions and try to always draw them a bit hunched or leaning and bending at the knees.

Like someone previously said, draw human, and animal anatomy/practice gesture etc reg, and reference NSFW and SFW furry artist/Disney and cartoons. The biggest thing that makes an image or character explicitly non-sexual is junk and emphasis on certain erotic points, like abs, breast, muscles, but these structures can equally equate out to cool designs as well.

I would say take Null-Ghost, Tacklebox, Darkgem, or Jacketbear for example. All incredibly good with some genuinely great designs/work. They draw nsfw and sexualize their characters but ultimately the base design isn't necessarily sexual unless you read that vibe to begin with. If you have an idea of what you're trying to accomplish, stylistically, then seek to accomplish it.

Seriously, the only thing that makes the character sexual is if you're drawing them in a sexual situation. Their body may be erotic but you can curve the idea to your whim.
