I'm very new to drawing, and I've been studying from loomis and vilppu per the sticky. My question is, HOW exactly am I supposed to study them? Do I not move on to the next page until my drawings look just like the ones on the current page, or do I skim the books doing different exercises and revisiting old ones from time to time? Loomis tells me not to copy his funny faces in Fun With a Pencil, but copying them is the only metric I can think of with which I might measure my progress. Any suggestions?

You use their lessons are rough guidelines, helping to visualize what you want to do. You're not supposed to copy them, you're supposed to use their hints to develop your own skill, not theirs.
