Yes, it does.
Having a strong underdrawing fixes probably two thirds of the problems you'd encounter at the painting stage and will speed up your process like nobody's business. As an anon who prefers painting I know this for a fact, if I dive into the painting stage too early it just kicks the can down the road and forces you to fix a bunch of bullshit you wouldn't have needed to fix if you'd planned your painting better. You certainly can be a shit draughtsman and a good painter (plenty of painters don't even bother with underdrawings) and vice versa, but to behave like they're not complimentary skills is ridiculous.

Drawing skills. I'm mostly aiming towards improving that in the first place. Besides a simple color job on a great drawing can still be very good on its own. All I need to do is understand I'm a mediocre painter so I don't destroy my drawings.
