Everytime I sit down to learn I get the feeling that I don't have the necessary information to learn properly. Any advice on how to handle this?

The most necessary information you need are the fundamentals. When you're drawing and studying put it firmly in your mind that your intention is to learn. Pay no mind to the thoughts that say things like "I'll never get it", "I'm not smart enough", "I'm never gonna make it", 'I'm no retaining the information" etc. Also there's information all around us today that makes learning to draw easier, go to one of the art book threads, there's a wealth of good information in a lot of those books.
Advice? Apply your learning sessions to your every-day fun art.
Color value, shapes, hatching, anatomy, throw them in there somewhere along with your main piece.
