When doing figure drawing in sets of 3min poses, what should I be focusing on? Getting a rough form? Outlining the details slightly enough to be able to tell? What should I specifically be thinking about if I want to improve?

This. There's no rules of things. Focus on what you want. Gesture/short poses have sooo many different schools of thought and approaches towards it. Try stuff out, do what makes sense for you at the time and what you want to get out of it.

Get a rough outline of what the pose communicates to you. It will be different for everyone, like how some people create a few simple shapes to "remember" the curviness of a pose, or how some will draw a line that represents the spine and some lines indicating the limbs. The general idea is just to make sure you remember what about that pose makes it unique.

Yeah, an instructional book shouldn't show (only) fully polished pieces when you're trying to teach someone to sketch.

3 minutes is actually not all that short a time, you should be able to make a nice sketch in that amount of time. really you should just do a bunch and see what gives you the most satisfaction personally, once you have a bit more experience you should be able to make moves like 'perhaps i'll focus on mass in this one' or line, or silhouette, or pose or mood or whatever. i know that's not a very satisfying answer but i think it's correct.
