SFV is a shitty and rushed product, I wouldn't be surprised if Bengus only had a week at most to bust out some storyboards and they just rolled with that.

I remember when the game first game out there was a lot of talk about this. Apparently this guy has worked on their comics/games for a long time and his art (even though it's all animu) is usually of a better quality. It came out that Capcom basically gave the guy like 2 weeks to do all the art for the game because of their shit scheduling. Seeing how fucking rushed/incomplete the game itself was, I would not be surprised at all if this was the case.

the artist (bengus) no longer works for capcom as an inhouse artist, he is freelance. they most likely hired him for one period earlier in the development cycle as evidenced by most of his art being based off older/unused concept designs

Are any of the big league artists for Capcom still in-house? Kinu Nishimura hardly seems to release art anymore since her dismissal from Capcom, which bums me out because she's one of my favorite artists.

she still does a lot of work, it's just all for games and other media that don't tend to penetrate western markets the way her capcom work did.

also keep in mind that her work at capcom included a lot of promotional illustration, art that was intended to be shown to people, where as now i believe she focuses (more so than before) on character/production design work which usually doesn't get out of the studio save for a few select pieces in artbooks
