It has many retarded names, mostly because of marketing. There isn't one set name for it, because it's so easy to do that tons of people "invent" it or make names up for it.

The most universal name is doodling. The most technically correct term for it would be pattern fill doodling, but it's not established. Pattern filling is literally what is says, filling an area with a pattern, usually tiled or symmetrical, and it's an established term.
