Animation quality does not equal design. Very few anime actually achieve a good and fluid animation (which is never consistent throughout even a single entire episode) while keeping their complex designs almost intact, but normally, if you want to make an anime with detailed drawings you have to sacrifice animation quality and vice-versa (hence Trigger having such cartoony and relatively simple designs but also pretty crazy animation compared to many other anime).
