When drawing crying eyes, focus on making very subtle dots of white to imply moisture. Don't make the eyes gleam to much or they'll look like glass
Also add some slight pinkish red to the sclera (white part) of the eyes to make them appear red as the do whenever someone cries
Don't draw the streams of tears as blue but instead (depending on the skin tone) as darker shades of the skin tone (at least in black skin)
Don't forget to add subtle gleams to the streams.
When crying, the face must appear somewhat contorted. The mouth can be wide open with creases in the skin appearing between the mouth and eyes showing pulling of the skin (use reference for this if you're not sure).
What makes an expression more anguished is the lines from the skin creases. to make the eyes seem wider, show more of the sclera

A good thing to remember is people in real life don't look pretty when they cry. Make yourself son and look in the mirror, notice how puffy everything is, how flushed you are, the tears and snot, you're probably sweating a little bit too. Remember that crying is ugly business and that'll help you render a more believable kind of crying
