There is no answer to a question like this. These things are decided in retrospect, and the field is too broad to declare a single greatest painter (or even a dozen greatest).
Some of my favorites:
Agostino Arrivabene, Alyssa Monks, Benjamin Bjorklund, Chuck Close, Jenny Saville, Kent Williams, Odd Nerdrum, Christian Rex van Minnen, Roberto Ferri
Kehinde Wiley
There's a dude named Sverre Bjertnes doing some awesome stuff, he trained with Nerdrum as a teen i think. Richter as always. Nicole Eisenmann is doing some interesting stuff. There are literally millions of fantastic young and old painters living today. It's easy to see tell who's good harder to tell who is actually doing something brilliant.
