what's the best way to learn the cartoon style of pic related?
are there any books or people to check out to learn how to stylize like this?
i get you have to practice the fundamentals, but so far all i can do is representational/realism studies

Style comes from how you solve life drawing by using fundamentals. Her style came from how she draws in a short amount of time. If you don't know how to stylize, then it means that you've been sight-sizing too much instead of constructing.
