So I heard that Germany opened its universities to international students for free tuition even though you got to pay for admin fees and living expenses. Has anyone gone to Germany to study art? What are some good schools there to look into?
I want to practice my fundamentals, and really learn how to paint traditionally. I got a couple thousand bucks to get by.

You DON'T want to study art in Germany OP!
Sure, if all you aim for is a degree/certificate, then it's all good. But you will learn next to NOTHING here that is worthwhile. German universities in general are corrupted institutions, in which irrelevant old people have taken the professor slots hostage and live out their god complex to the fullest. They know nothing that wikipedia couldn't teach you in an hour or two. As for practical expertise, it is even worse. NONE of the lecturers or professors I have witnessed could even paint anything better than a stick figure, yet they act like they invented painting itself and if you doubt them, they will make your life hell. It's all just s giant mafia scheme.
If you really want to study art and improve your work, stay at home and do it yourself. There is nothing to gain for you here.
