I have been checking phil noto's artworks for quite a while now, his artstyle has a mid-century minimalistic theme to them.I really loved it so I thought about learning how to paint like he does,failed miserably because I ended up making artwork look bright and colourful whereas his artworks are mostly subdued and has a retro feel to them.
how can I possibly mimic his style by only using water color or gouache?any help would be appreciated because the fact I can't mimic his style is really making me depressed.

Don't know any books about it, sorry OP. Observing other artists and trying to emulate techniques should get you to this level though.

Nice, have you checked Rod Reis's stuffs? His artstyle is similar too
bumping this thread more answers ;_;
Either look up for a timelapse of his to get insight or maybe check on Jordie Bellaire's blog, she's an actual comic colorist and i remember that she used to have posts about emulating other artists, maybe she's done Phil Noto.

Look at drew struzan, jung, alvin etc... Mark Westermoe offers courses and sometimes workshops for traditional poster design, applies to comic covers as well.
