It's not good.
The rendering is ok, though that isn't particularly hard, the rest needs vast improvement to look decent.
I'd say that if this person puts time working instead of being inebriated with likes or cultivating jealousy towards better artists, she will do very well in a few years.

she's taking an art exam with me soon, and this is her...final project that she'll show off for said exam. it's sad because it's an art orientated school i'm going to, yet it feels as if i'm the only person that takes art seriously enough to put in work everyday. and she is my only "competition"...someone who can't draw anything on her own without looking at a ref photo for 2 hours

That exam is for what exactly?
I passed the art exam in my country in one of the top art schools here with something not really better than that.
Then again, looking at the picture, it shows that people don't pay attention to the subtleties of life. It looks like the kid is inhaling the dandelion instead of blowing on it.

It has a bit of highscool-art project feeling to it. Has Potential but you can tell that she is a teenager
