what you need to understand is that unlike modern art universities, ones of old usually accepted students based on the style of art that was popular at the time, which was the modern art movement in this case. Hitler was more in the traditionalist style of art.

The idea that Hitler had some kind of psychological inability to draw the human figure was a story concocted by some jewish biographer who was trying to pinpoint the seed of evil in Hitler's youth - the argument was that the human figure was beyond him because he was so evil and hated all of humanity that drawing people was impossible for him.

Actually he was better at the human figure than the huge majority of /ic/. Pic related. He wanted to go to school to get better at art, which was why he was applying. Most noobie artists are worse at the human figure than Young Hitler was.

what the fuck the academy was traditionalist as fuck back then. Look at what kind of drawings Schiele had to make there. Just plaster cast drawings and models in a classical style. The whole weird gouaches and nervous drawings was something he developed afterwards and thanks to klimt.

Art had just gone to complete shit with modernism and lack of good training. Henry, Bargue, Solomon, Gammell and others discuss it.

The reasoning was because he only sent in 2 figure drawings and well over 15 architecture works. The school said he didn't have his priorities right because it was so focused on anatomy and figure drawing. His 1 portrait and 1 figure drawing wasn't bad but it was sloppy compared to his architecture work.

That's why he got rejected and I think it's very reasonable. He could have easily tried again and made it, but I am pretty sure he didn't want to shift his focus so much on figure drawing.

It would only really be possible to make a guess as to why he got rejected by seeing the work of the people who got accepted. Art schools only ever take the best applicants. However good he was, maybe a sufficient number of others were better.
